FOR AN INCLUSIVE DIGITAL SOCIETY
In a situation where over 80 million citizens of the European Union (EU) are affected by disabilities, accessibility becomes an increasingly important element of public debate. Article 9 of the United Nations Convention on the Rights of Persons with Disabilities obliges Member States and the EU to take appropriate measures to ensure access for persons with disabilities, on equal basis with others, to inter alia information and communication technologies. With the implementation of the directive on accessibility of websites and mobile applications of public sector bodies and with the recent adoption of the European Accessibility Act, the EU took an important step towards building an inclusive digital society.
The Publications Office (OP), as the publishing service provider of the EU Institutions, has an important role in the field of inclusive publishing. In this context, the OP initiated contacts with the International Digital Publishing Forum (IDPF) and the Publishing Business Group of W3C – the global trade and standards organization. The latter is dedicated to the development and promotion of electronic publishing, inter alia managing the accessibility standards and EPUB specifications.
In order to better promote accessible digital publishing, the OP decided to gather the most essential information on the subject and make it available in an easy to digest way: an e-learning module composed by a series of video tutorials. These tutorials will be complemented by other pertinent information on the subject. The primary audience of OP’s efforts to make EU publications accessible are the colleagues in EU institutions. However, this website dedicated to accessibility is open to all interested persons as accessibility can be considered a public good!
